Help with temperature settings

I just started renting a house in southern California. I have a wife and two kids living in a single story 3 bedroom house built in 1990.

Our rent is about 1400 a month and we decided we would keep our thermostat at 80 so we can save some energy.

The unit works literally all day to keep it here. And during the peak hours of the day we noticed that the temperature in the house climbs regardless of weather or not the ac is on.

We looked at our projected bill and its telling us 190 dollars. So i called my rental agency and got a service for the AC. The guy who came said everything was fine, and he cleaned the filter and coils.

I asked him about if 80 degrees when its 115 outside is just too low. He then told me that it wasn't low enough. He told me tjat keeping the house at 77 or 78 takes much less energy to cool the house then 80. He spoke of how much harder the unit had to work to keep it at 80 and we would save money at 77 degrees.

Do i trust what this guy is saying? That sounds dubious at best.
