Is my evaporative cooler working?

I live in an apartment complex in New Mexico with evaporative coolers. I've never used them before so I'm not really sure what is or isn't normal, and this is my first summer living here. I have a little room temp thermometer and it's showing 84 to 88 degrees, and the temp does not change when the cooler is running. When I put my hand under the vent, I can feel air coming out that feels a little cool, but not much cooler than if I were to put my hand in front of a fan. It's been getting up to 100 degrees every day. Humidity's between 10 and 40%. Given how hot it is, is it supposed to be like this? I should be seeing at least some difference in room temperature if it's working properly, right? Unfortunately I can't go up and check the cooler myself. Since it's a complex of small studios and units share coolers, I'm not allowed to mess with it, so there's nothing I can do except talk to my landlord. But I'm not sure if there's actually a problem or not and I don't want to make myself look stupid by complaining if there's nothing he can do.
