Need help with superheat/subcooling

I spent $300 today on a set of gauges and a temp probe and will take EPA test this week so that I can repair my own A/C units. I have a 2.5 ton R22 system that measured 70 psi suction and 265 psi on the high side. The low side pipe measured 75F and the high side pipe 116F. I believe this gives me super heat value of 35F and a subcooling value of just around 3F (sticker on the unit calls for 5-10F). The Tenant is complaining that the AC runs all day and wont go below 76 deg. I cant find any air restrictions. Do I need to add refrigerant? Any advice would really be appreciated.
