So my new Carrier fan coil "doesn't need a filter"?

Had a new system installed Friday and heard air moving around at the base of the fan coil. There was a gap and air was being sucked into it. Finally got ahold of the saleperson this morning and was told the fan coil should have a facceplate there, but it doesn't need a filter because I have a filter in the return (the wall).

Is that true?
