20F degree difference between upstairs and basement

Hello,

I live in a two-story home in central MD. Right now the temperature breakdown between the levels is:

Basement: 63F

Main Floor: 72F

Upstairs: 82F

I got a new HVAC unit (a Carrier one) installed in my home last year. I was hoping the new HVAC equipment would give my home a better balance but that is not the case. To compound the problem, we also recently finished remodeling our basement so most of the ductwork is now enclosed. When we got the new HVAC system they proposed adding a second zone to our upstairs level which I declined because they wanted $5000 for it, I'm now regretting that decision.

I've also had two energy audits performed on my home, with differing results. Neither of their recommended changes would address such a disparity.

I'm thinking of calling some HVAC companies to discuss the problem and options. I'd like to make sure I'm asking the right questions and getting informed answers. Is adding a second zone the only option? Per our HOA rules I'm not allowed to have window AC units, though I've put two in the upstairs back bedrooms for the time being.
