Not a HVAC guy. Outside air conditoner at work, fan cycles on off every 20 seconds or so, compressor keeps running, pretty sure its low ambient pressure switch turning fan on off. Is this short of cycle normal or is something wrong?

I get what the ambient switch does, so it might be just doing what it does but 20 second intervals just seem real short. Noticed this behavior late morning probably low 70°F, checked later in day and fan was running consistently. Really just want to know if these short of cycles is normal for one of these switches? Or maybe if its a low or high pressure switch that could be causing cycling? Thanks
