Outside unit stopped working -- Is the wiring for this contactor correct?

My AC has been working fine for a good year, but all of a sudden after a storm/a few power trips my outside unit stopped working. I noticed that when I flip the switch on, the fan outside will start to spin very slow, but then does nothing at all -- followed by no airflow inside the house (attic unit stops blowing air).

I did some research and learned that either the capacitor or contactor may be faulty, so I took apart the panel and noticed that the wiring on the contactor doesn't match up with the diagrams I'm finding online.

In the second image, the red and black wires are on opposite ends, but mine has black/black, red/red on the same side. Does the positioning of these wires matter or mean anything in particular?

Another question, I tried purchasing a replacement capacitor, it has the same specs, but the height of it is about half that of the one that came with the unit. Am I okay here?
