Through the wall AC cycles between fan & compressor every 10 minutes.

I have no idea if I'm posting in the correct sub, but I'm hoping someone can help me.

I have a through-the-wall air conditioner sleeve in my apartment, which had an old LG unit in it. The unit would blow cold air for 10 minutes, flip to the fan then back to cold air and would repeat this cycle. I figured the unit was old, so I purchased another unit, brand new, same model and did the same thing!

This year, I purchased a frigidaire FFTA1422R2 unit, installed tonight and of course did the same cycle between fan/compressor every 10 minutes. I put the unit on cold, high fan and set the temp to 60 degrees, to force it to blow cold air which didnt do the trick either.

Now it can't be the units, the only other thing I could think of is the 230v outlet. Could this affect the compressor?

Any ideas what could cause the AC's to function in this manner?
