Window units lower level, exhaust fan upper?

We live in central Pennsylvania, hot humid summers. We purchased a really neat 2300 sqft home built in 1875 2 years ago and I'm still working out the cooling in july. It has no central air and radiators for the winter. I have 2 10000 btu window units on lower level which do a nice job cooling. Have window units in bed rooms upstairs for sleeping, also a big window exhaust fan in an extra video game room. My bed room has windows all around and is across hall from exhaust fan which makes a really nice breeze when it's not july. So my question is in the daytime should I run the exhaust fan upstairs with a window or two open to keep air moving while window units run downstairs ? The fan is also at top of steps so I wonder if it's pulling any of the a/c up the steps or just heat?
