No return vent, A/C runs all day & doesn't get below 75-76.

A/C runs almost non stop until the sun goes down, we're lucky if it gets down to 75 during the day. Told the landlord and they contacted someone to come out. He went to put freon in the A/C unit, apparently the compressor isn't working (or isn't working well, can't remember at the moment)

Told him I couldn't find a filter anywhere to change on the furnace, he looked and was surprised to not see one, searched the house for a return vent and there isn't one. No basement either just a crawl space.

He made it sound pretty bad that there's no return vent and that's why the compressor burned up and it's not cooling down. Is this a big mess up on whoever installed the system? Should it have been built with a return vent? I'm trying to figure this out for when I talk with the landlord again to see if they will compensate for energy usage. Our electricity as you can guess has been double what it was. We got a bill for 3 days of service (due to switching bills to a new name) and it was $30, $10 a day.
