Condenser fan startup extremely slow. Starts at ~1rpm and gradually reaches full speed in about 3 minutes. Is this normal?

The AC system is asymptomatic; I noticed this by accident. The fan takes about 3 minutes to reach full speed. Here's a video of it starting up: https://youtu.be/pdOugW478tY

• Is this normal?

• If not, what's the problem? Motor? Capacitor?

• What's the worst that can happen if I ignore the issue?
