House warms up to 80 throughout the day and doesn't really cool off until outside does?

Fans are moving, cold air is coming out of vents. It just seems like it isn't able to overcome the heat. It has been high 90s all week with head index mid 100s.

I have two AC units. One larger one on 30 amps and a smaller one on 20 amps. I live in a two story home, but the upper story is only half size as the living room has 30+ foot ceilings.

I have a HVAC semi scheduled for Wednesday. I say Semi scheduled because they can't give me any more of a time frame other than to say they will call me Tuesday for a time. They also can/will not give me any kind of pricing expectations. Is this normal?

Does my issue sound like a unit needs to be recharged?
