Issue Refilling Boiler

I'll start out by saying I am a novice when it comes to the trade and only have a basic understanding of it.

Helping a friend out the other day, he had a baseboard heater in his basement the other day that had a pretty bad leak. We drained the boiler and cut out the bad section and replaced. Go to fill the boiler back up and it doesn't seem to be filling at all. Theres a pressure reducer coming in on the fill line that doesn't seem to have a fast fill or bypass. The water is coming in at a snail's pace and even after an hour or so the system pressure was only up to about 1psi.

Have the flow control valve open and the boiler drain open. I get some water coming out of the boiler drain after a bit but the flow is so slow it will never get the air out. Any suggestions on how to fill the system a little faster or are we going to have to sweat in a bypass line?
