Renting a house. AC sounds like it's running even when the outdoor unit is not.

I just moved to a new house I'm renting and we are worried our bill will be crazy high. It sounds like the AC unit is always running even when the outside unit is turned off. If you get near the filter you can feel suction. Should I be worried? Never dealt with anything related to AC units but I have never lived in a place that does this.

We have tried turning it off completely at night and it still runs. Could it be just the thermostat that needs replacing?

Some notes about the place:

Four bed rooms.

College station TX. We are at about 100F during day and about 80F at night.
