Upflow furnace bolted to floor?

I have a job that is being funded federally. Therefore; every little thing is being watched before monthly checks get cut.

In the specs, they want two furnaces (upflow) that sit in a mech room bolted to the floor. The mech room sits on the second floor (....) and it being on the second floor am wondering, would you think a drain pan of some sort is important? If so, lag it through the pan and silicone the shit out of it?

I have never bolted a furnace down to the floor, but was always taught that if it's not in a crawl or basement it needs a secondary pan.

Thanks for any insight.

Edit: These units do have a.c. as well.
