Is this supposed to be hot to touch?

So over the past few days I've been noticing that once I turn my AC down in the evening, from 78 to 74 (I live in TX), it's taking about 90 minutes for the house to start cooling off. It also seems like the house is significantly more humid once the AC starts going again. Both myself and the wife have noticed this.

I'm no AC guy but I looked at the unit and made sure the filter was clean. The one thing I noticed was that one of the tubing pipes was hot to the touch, not just warm but hot.

After the unit has been on for a while it eventually starts cooling like it supposed to and the humidity begins to dissipate. Though the tubing line is still hot.

Any thoughts, ideas or comments on what might be causing the humidity spike and delay in cooling? Also, is that line supposed to be that hot and should I insulate it?
