Question for HVAC professionals

My apartment complex has "single-pipe heating and cooling". There's a city ordinance that requires they provide internal temperatures meeting at least 68 degrees F, until June 1.

So, despite it being 80+ degrees, they haven't switched over to cooling. We're still in heat mode.

They claim it's difficult to switch on cool for one week, then back to heat the next (Welcome to the Midwest. Don't like the weather? Just give it an hour.).

Is that really a difficult task? I mean, is it possible to switch heat and cool week to week (for a month every year)?
