Strange issue with temperature setting

We have a simple, no frills Honeywell thermostat and gas heating system with a regular outside a/c unit. We set the thermostat to 71 on a hot day and the inside temperature kept rising anyway (we could hear the inside system fan running). When it hit 77, we shut off the a/c and moved the temperature setting to 73, then turned the a/c back on.

The temperature did not come down over the next 20 minutes, so we cut the a/c off again and moved the temperature to 70, then turned it on again. Success! We could feel cold air coming out strongly and the house cooled down to 70 although the outside temperature remained hot. This has happened twice now that a setting of 70 seems to be the magic number.

We called the HVAC company (the same company that has come out and put freon in our system in the past when the system didn't cool--we hadn't tried to change temperatures before), explained what happened and asked for a tech to come out, thinking we needed a new thermostat. They said it wasn't possible that a specific temperature setting would cause the unit to work, but must be related to a problem making the connection with the outside unit correctly, and cutting it on and off had finally caused it to work. They also said that as long as we could coax it on, they would not be able to find the source of the problem. (They also weren't available for 2 weeks, so that may have influenced their answer?)

Is is possible that this is really a problem with the thermostat, or are they correct that it could only be a connection/signal issue?
