(Tenant) Questions Regarding HVAC in Apartment

Hey everyone, sorry if this is the incorrect subreddit for this (If it is please guide me to the correct sub).

We recently moved into an apartment in Ontario, Canada with central air. The hotter weather is coming so we're trying out the A/C. We noticed that we can feel cool-ish air coming out of the vents but the apartment is not cooling (does not feel like it's cooling down, nor does the thermostat move while the A/C is on even after 4+ hours of running). We spoke to our landlord that told us it was a simple fix, and that he forgot to change the valve positions before we moved in.

He walked my girlfriend through which to turn, and told her it should fix it. He has not looked at it yet, and realistically he's not a breadwinner for a landlord, so it will likely be months before he would get here.

My girlfriend left it running for an hour before we noticed it was spewing warm air now, and the temperature INCREASED 8 degrees even though the thermostat is set for cool.

I switched the valves back in the meantime and wanted to ask you which way they should be facing... open or closed. They come from the furnace to the water tank and both spots on the water tank say "Space Heating". I've included an imgur album below with pictures of the valves hoping you can determine if they should be open as the landlord says or closed like I'm thinking.
