Is it wrong to install an window AC unit into a window that doesn't actually open to the outside?

I came home from work today to find that my downstairs neighbor put in a window AC unit into the window that opens into our shared front entrance. For reference the front entrance is approx. 50 sqft and does not have any windows that open to the outside only the front door.

It is easily 125 + degrees in there. I am really annoyed /angry about this because the draft in our old house (circa 1920) is carrying all that heat directly up to my apartment. Not to mention that there will probably be crazy amounts of condensation. Is this correct? Are there any other potential issues with this set up?

Basically I want to know how justified I would be in asking her to put it in another window (which that specific room has 3 others). She's not the friendliest person so I don't want to say anything without having some legitamite concerns.
