Why do air conditioners seem to not work as well if you turn them off and the turn them on again?

Not sure if I'm observing something that doesn't actually happen, but it seems like turning AC on from a long rest kicks it in almost immediately, but if you turn it on, and then off, and then on again, it is super weak. Observed in my truck, as well as my wall mount AC unit.
