With AC On, Two Rooms Feel Like Heaters

Short story: house is cool by AC, one room is super cold, and two rooms feel like heaters on. What do I do to fix it?

Details (long story) :

We have this issue where two rooms basically feel like the heater is running instead of the AC. What I don't understand is that the two rooms are directly in line with the air filter, which is under the AC unit on the roof. I stuck my hand into the vents and can't feel air blowing down towards the rooms at all. (Its more like the cold air is just lingering there and occasionally leaks out through the vents) A third room, separated only by a wall and on the same line gets air, but these two don't.

What I did try: - closing all vents (registers) in hopes that it'd redirect air to these rooms and it didn't work. Rooms that have completely shut and covered vents are still cooler than these two rooms. - I also tried installing a vent fan in one room to try and pull air in and it did absolutely nothing. (I put my hand up to the fan and it wasn't blowing cool air further at all.) -Got black out curtains and sealed up the window in the room with insulation, thinking the heat was beating through the window, nothing changed. -We had this problem for a while then our AC got replaced and the new guys checked the vents and didn't say anything was wrong. The problem is even worse now. Before I could at least tell the AC was trying to blow into the rooms, but now you could turn the AC off and it'd make no difference. (At this point it's actually cooler to just sit outside)

When I'm in the attic, what should I be looking for? What could be done to push air into these rooms?

One thing that could be related is that I bought a portable AC unit, one with plenty of BTU to fill a room, and it'd chill the room down to around 70 (being 110 outside) and shut off like it's supposed to, but the room would only maintain that temp for about a min. The AC unit kicks back on when the temp is 10 degrees above where I set it and the room would go from 70 to 85 in that time frame. It kicks on too much which causes it to break the circuit and cut the power so I can't keep using it and I don't feel like buying another one.

Any help would be greatly appreciated. The temps here are supposed to dip back into the 80s for a few days, but that's it for us. It'll be 100+ here on out and I can't really sleep drenched in sweat every night.
