AC Fan Not Spinning

Hello. Got a problem with my outside AC unit. Noticed the air in the house was getting warmer. I went outside to check the outside compressor/fan. The compressor was running but the fan wasn't. I cycled the fuse breaker... nothing. So I took a screwdriver and pushed the blades around to kickstart the fan. System ran fine for about an hour or so but the fan quit working again. There's a little resistance when I push against the fan with the screwdriver. Are the blades supposed to be moved with no resistance? Is it a problem with the fan motor itself? Maybe the capacitor is shot? Any help is appreciated. Thanks!

I had a tech come service the unit about 2 weeks ago. Added freon, cleaned it out.
