Attic unit outlet valve - what is this for?

I recently had to visit the attic to check on things and noticed cold airflow from the a/c unit coming from various places. After sealing (some properly and some with duct tapes) the things that were supposed to be sealed I noticed the above valve coming out of the upper portion of the unit. It was capped with a nut like this - http://imgur.com/lDREy1V and the cap was half-open.

At first I tried to close off the cap but soon it started to freeze almost. I have for now returned the cap to being half open but it has left me curious - what is this thing for and if it was supposed to be open why does it have a cap on it? I suppose given the freezing that happens the cap should be left half open?
