Flame sensor question

So I had a flame sensor that was giving very low readings of 0.4 ma dc on a york rtu. After cleaning didnt help, i ended up replacing the flame sensor. Still a problem with the flame lockout after 6-8 of ignition with low mA reading. I change the flame sensor wire, still the same issue. The rtu beside had the same board, so i swapped out the ignition board and the unit worked okay with good mA reading. My question is, why would a bad board give a low mA? I thought that the flame sensor itself generates the mA when it touches the flame from the burner.
