Heat pump in attic, what can I do to minimize inefficiency?

Our new house has the heat pump for the heater in the attic. The AC condensor is still outside. I've been looking around the internet about this, because we have no insulation in the attic (central VA) and looking to put some in.

In my looking I have found that putting the heat pump inside is a bad idea due to the limited amount of air it has to exchange with. What are my options-- short of moving the unit-- to minimize the inefficient setup? Would it help to install some fans to circulate the air in the attic?
