Fujitsu 15RLS2 Not Cooling Well

We have a Fujitsu 15RLS2 and I don't think it is cooling properly.

The last time this happened we were told it was probably a bad sensor. I think they replaced it and now it's doing it again. If it's set 6 degrees or so lower than the room temperature, it'll barely come on. So, I decided to set it as low as it'll go, 64F, and after over 24 hours it's about 72F - 74F. I don't think it's working properly.

If it wasn't sized right for the room I'd think I'd hear it pushing out air at full power constantly, but it doesn't do that. It'll come on for a few minutes, and then slow down or go off, as if it reached the correct temperature.

What do you think the problem is? Is it the thermostat or some sensor? I don't want to call the HVAC place out because last time we called for something they came and charged us $75 just to tell us there was a defect and that we had to call the manufacturer about the problem. I don't want to waste another $75.

I'd appreciate any suggestions.
