Help with heat pump condenser, please?

Just bought the home last fall. Brand new HVAC system installed a few months before we bought it. Worked flawlessly until a few weeks ago when we noticed the fan not moving in one of the condensers outside and the upstairs was HOT.

Thermostat works, air is blowing around from inside vents, but there's no cool air. We try to get the fan blades moving - they don't on their own, but they are not stuck and CAN move. We confirm that the breaker switch is on. Next up is some Googlin' and YouTube. We check the capacitor. It's good - we swapped it with the working condenser next to it and it works just fine, but we order a new one and install it just to be sure. We check the main disconnect on the exterior of the house - all seems well.

Neighbor says "I used to install these things, lemme take a look". We open up the panel again and we notice a red blinking light labeled "250". Neighbor turns the power back on, pushes in the contactor -and the fan starts going! So we order a new contactor and install. Same problem. The blinking red light is there and the fan only goes on if we push in the contactor.

My next steps are to check voltage, right? This is where I need a simplified set of steps to check. I've never done this type of work before. I do have a home warranty. Is it worth it to continue on the DIY route (I'd like to at least learn so I know the systems of my house) or is this something that should be looked at by a professional at this point?
