This MAY just be sloppy workmanship... In fact, I hope it is and that I'm overreacting. But to me, to my untrained eye, this all looks very unsafe. If it is unsafe, can you explain to me what, exactly, is unsafe and what should be done?
My maintenance guys do NOT take my concerns seriously... In fact, one tried to tell me the mold on the ceiling was "just mildew and not a big deal," and when we said it looked like mold the maintenance guy said, "Didn't realize you were experts on mold."

Quick context: This utility closet remains locked and our maintenance team has the keys. We're "not allowed" in this closet.
About 2 years ago our upstairs neighbor's water heater blew and flooded our utility closet. I literally had to march down and threaten to call the health department before they did anything to this utility closet. They sent someone to pull out the drywall that was covered in mold. They sprayed KILZ (the kind that says it's not for use in moldy or mildewed environments) and said that would kill the mold... Well, it came back and they treated it the same way again.
But that's an issue for a different subreddit... I'm most concerned here about the safety of the setup they have going for the water heater and heating unit.
It's all electric... But could things still be leaking, causing this odd smell to permeate our apartment? I thought it was the plumbing... The best way I can describe it is a disgusting smell of urine mixed with syrup.
We had some plumbing issues that took months to fix as well. My husband and I have felt sicker than usual since moving in, and I just want to see if we can improve things in any way.
