No signal making it to condenser/contact switch.

I am working on a Carrier AC system with circuit board CEPL130455.

The blower fan/air handler works, new thermostat, system has freon, condensate pump works, and no blockage in the drain line.

I am not getting a signal to the condenser/contact switch to engage the compressor and fan. I have 240v from the main power and fuses are good. If I manually push the contact switch down it will turn the fan and compressor on.

On the circuit board in the air handler I have 24v+ at the R and G port with just the fan on. With the heat on it shows 24v+ at the W port. With the AC on it shows 24v+ at the Y port.

What should I check next?
