Landlord says can't test HVAC until temps get around 75-80. Is this true?

The air in my central a/c in my apartment is blowing hot now. It's been threatening to do so. Every year they maintenance it and have had to refill it and have said there is a leak (I know, why don't they fix the leak or replace the unit?)

It's an older unit and an older complex. It's starting to get hot enough to be uncomfortable (TX) and to be honest I have health issues yadda yadda (I don't sweat).

They said they can't do anything until it heats up. That's a month away.

(I have other maintenance issues but I can't really wait a month for it to get "hot" enough to fix my a/c.)

Sorry for the dumb question, I don't know much about how a/c works. But then again, the landlord is really notorious about not making repairs unless they're forced to.
