A little help, please. Changing out capacitor.

Location: Houston, TX. big temperature swings in winter, mostly hot year round.

Model/Serial: Ruud 13AJM18A01 / 8029W261025608

The AC seems to have failed after the last dip below freezing here. When thermostat tells the AC to turn on it doesn't make any noise at all. I'm just taking a guess that the capacitor has failed. I don't have a meter to test it and it doesn't look swollen, but it sure is rusty. The rust also means that I'm not entirely sure which wires were connected to Fan, C, and HERM. When I went in to discharge the capacitor it didn't spark at all. I'm not sure if thats relevant info or not being that I shut the power down to the unit days before the discharge attempt.

So I'm hoping you pros out there could help me with arranging the wires correctly. And also suggesting a reliable replacement (I haven't bought one yet). In the photo album I've also included some pics of other things for just for the hell of it, maybe you see an upcoming issue, the real culprit, or something that needs repair/replacing.
