Labor Day is the best day for your outdoor AC unit to poop the bed. Would love some troubleshooting help. Details inside.

Came home after dinner with the In-Laws today to find the house was sweltering. Inside the house the air vents were blowing air, but not cool air.

The outdoor unit was not doing anything. After looking more closely it became evident that the unit smelled "electric" like an electric slot-car track... Due to that fact I immediately turned the breaker off to the AC/Furnace Units.

After about an hour or so I decided to turn the breaker back on while standing near the outdoor unit to see what happens. I took a video.

I turned the power off immediately after the video ended because that did not sound good.

The top of the unit directly above the fan motor was hot as balls, combined with the noise in the video, and the slot-track racer electricity smell makes me think the fan motor is burnt out?

It's an American Standard Heritage 11 with a model # 2A6H1030A1000AB if that matters at all. I'm pretty handy normally if not a bit disorganized. I'm in the middle of replacing all the outlets in my house, have installed my own toilets, and replaced a control board on my dishwasher a few years back... can I fix this myself?

Yes i've noticed I have a couple missing screws in the top of the unit... and the missing cover to the outlet indoors currently drying with an new coat of faux-metal spray paint in the garage in case anyone starts to get upset when they notice those details in the video. We bought the house in October knowing the AC was on its last year or two at most.
