Cant get AC, need cooling alternative for small room with one window.

I'm currently renting at a place that does not allow me to install an outside window mounted AC but with temps already in the 77 degree area I'm dying (Thats with 2 fans on me and my window open)

I'm looking for an alternative and the only thing I've found is a floor style AC with an exhaust for the window. Can anyone recommend a really good one? I tried one in the past and it didn't help at all.

I'd also like suggestions for a way to vent out of computers heat out the window as well because my Power supply unit generates a lot of heat which isint helping things. Do Heat exhaust hoses exist for PC's?

Please help I've been suffering in this hot room every summer for 3 years...
