Reversing Valve replacement - new coolant needed?

I've been told the reversing valve on our AC unit is stuck or 'sticky' and not allowing full cooling of our home. I've also been told that in order to replace the reversing valve, that I would need to replace all of the coolant in the system, at a somewhat large expense.

Does that sound legitimate? (The only reason I'm doubting is that it took the company 5 technicians and 6 visits to come to this determination, and I'm worried they're trying to recoup costs or something, or that this won't work either and I'll be out the money)
