Can I add a bypass valve to my garage baseboard heater?

We have a hydronic baseboard heater that runs through our garage and loops to the finished room above. During a cold snap this winter the pipe in the garage burst. I am in the process of replacing the pipes with PEX and would like to bypass the garage heater by relocating the pipes into the insulated ceiling.

However, I don't like the idea of removing the garage heater all together in case I may want the garage heated in the future. Can I add a branch with bypass valves that would allow me to select which path the hot water flows through? (garage baseboard heater branch, or insulated ceiling branch)

I suppose this would leave me with the dilemma of the unused branch freezing due to the lack of circulation. Is their a solution for this? Do I need to just choose one only?
