changing blower speed for carrier furnace/AC

I have a 1 year old carrier infinity 98 furnace and a 2 ton Performance 16 a/c unit. I've got a 2300sq ft house with 9 vents upstairs and 9 down for a total of 18 vents. I've got 570sq inches of return air vents. 400 up and 170 down.

The A/C is unable to keep my house at a steady temperature. I've got it set to 24C(75f), and on a 30C(86f) day the inside temperature goes up to 26 or 27 C. I'm on the west coast near Vancouver.

The temperature coming out at the vents is 13C (55f). Air flow listed by the thermostat is 800CFM, or around 40cfm per vent. Static pressure is good for the AC unit, according to the tech.

I've advocated for a larger ac unit. Moving from a 2 to a 2.5 tonne unit. The HVAC company is telling me I need to add more return vents to get better air flow.

More air vents (of which I think I have enough at 200sq inches per tonne of a/c) won't change the rate at which air is passed through the blower.

So.. HVAC company doesn't seem to want to budge.

I'd like to find out if there is a way to increase the blower speed while the thermostat is on cooling from 400cfm per tonne to 500cfm per tonne. I've got one of the carrier green thermostats.

I'd like to try increasing the blower speeds before committing to $2500 worth of work to add more return vents.

Is there a way to do this?

EDIT: First (ground) floor cools fine. Second floor doesn't. I've got reflective window film upstairs on brand new double paned windows as well as blackout curtains.
