HVAC technician said I need to clean my evaporation coils. Does this seem accurate?

I've been having a problem where I'll turn my AC on and set it to 72 degrees (house is at 78 and rising) on a 95 degree day. It turns on and blows cold air and I can feel the house start to cool down and things feel nice. After about an hour or two, I notice the temperature in the house is at 79. It's gone up a degree and the air coming out of the vents is room temperature and weak.

I turn it off for a couple hours and it fires up and is cold, but again after an hour it blows weak and room temperature. It's awful because my house is in a bad spot for the sun and on a 95 degree day, the house will get to 90+ on the inside if I don't run the AC.

I called my home warranty and they sent out a technician and he was there for about 30 minutes and said the issue was my evaporation coils were dirty and they needed to be cleaned out. He mentioned something was frozen (can't remember what) which was his giveaway. He said someone probably ran the AC without a filter at one point (I bought the condo 2 years ago and did notice some issues last summer, but not this bad). He said I should have another company do it because his company charged an arm and a leg and I could find it for cheaper. He claims the unit is in good shape and the freon level is good and providing good pressure, but the problem is the evaporation coils are dirty so it restricts the airflow, which is why I notice the weaker airflow and the reason it blows room temperature air is because the compressor shuts off when not enough air is passing through the system (ie, the dirty coils is preventing pass through).

I ask because I need to reach out to other repair companies and if I want them to fix something specific I want to make sure it's a valid problem and there isn't something else wrong.
