Second opinion on poor functioning air conditioner with a possible clog

Hey guys! So I'm in North Carolina where we're hitting a heat index of 108. My air conditioner decides around 4pm that it's time to give up on the whole cold air thing and the inside temperature starts to inch upward until the sun goes down, and then the air conditioner slowly starts to cool again. It gets up to 80+ degrees in the house.

My air conditioning unit is 8 years old, and it's given me some issues for awhile. A few years ago, it was low on refrigerant so a tech came out and recharged it and shoved some stop leak stuff in it. Every other year since, I've had an issue where it stopped cooling and the guy came out and put refrigerant in there and as he started to put it in, the charge shot back up. He said there was a clog that must have loosened. Said probably metal filings. This has happened twice. Now I have it where it's kinda sorta cooling when it feels like it, and he said it might be a partial blockage.

So he said that the blockages usually happen around the metering device. He needs to cut that pipe, clean the device, and install a type of filter to keep stuff from getting in there. He didn't seem super confident that would fix my problem, and since it requires discharging and charging my unit it would cost between $1000 and $1500. Now that's a small price to pay compared to replacing the whole system, but a large price if it's not going to fix anything. Does this sound like something I should go for?
