Swapped heating and exhaust vents in room?

Hello, I've got an odd (to me) setup in a standard row homes bedroom above a single garage. It gets colder in there compared to the other rooms in the house - a lot to do with being over a cold area most likely. The odd thing is that the vent on the floor near the window actually sucks in air whereas the vent high on the wall near the door blows out the hot air. This is the only room with this setup. Is this incorrect installation or do any of you have a reason this would be setup in such a way? And the dreaded question how would I go about fixing this? The house is about 12 years old in Ontario, GTA. Thanks for any help on this.
