Bad cap and/or motor in outdoor A/C unit?

Hi folks. I have been down the bad capacitor road a couple of times over the past several years. Fan wouldn't start, but I was able to get it moving with a stick and it would spin up as expected. Replacing those caps fixed the issue. Now this has happened again but with a twist: the fan never reaches full speed after the manual start. It runs only fast enough to create a bit of a breeze.

So... starting problem aside, could the capacitor have anything to do with the reduced max speed? The fan spins freely when spun manually. Ancient Carrier 38ckc030330 from '99. I'm not sure what other relevant info I can provide.

Replacing the whole system is on the to-do list, but it is in the mid to upper 80s all week and the wife does not do well with the heat!
